    Comments: I sign the petition with great reservation. The reservation is based on the following two facts. 1) An institution by its very nature is abusive and denies a person of his/her natural human and civil rights to freedom. 2) All persons not just children need our protection and opportunities to lead independent and self determined lives in the family, in the community and in the home of individual choice. My signature is given because I r5ealize fully that until we end the instutionalization of people, the individuals (children and adults) need our advocacy,oversight,and protection. The goal must be to end the institutionalization of all innocent persons and to transition all persons currently in institutions who are innocents to self determined - family,home and community options.     Comments: Many private facilities are being protected by the state that they operate, assemblyman, and legeslators are fully aware that the states most vunerable citizens are not getting quality care, but they refuse to expose what is happening. The parents are afraid to speak out because there are very few facilities that are ran properly.

I am the mother of a 12 year child who is autisitc who was recently a victem of police brutality while out in the community with a caregiver. Everyone can benefit from more training and on-going education.
