Right to work for ex-convicts. Reforming the current labor laws to give ex-convicts a chance to reintegrate into society and lower crime overall. The only solution to this problem is to limit who has access to this information and for how long. Currently criminal convictions, regardless of the severity are available as a matter of public record for perpetuity. My proposal would allow first time ex-convicts who have completed all obligations to society including the terms of their parole to apply for the sealing of their criminal convictions from public purview immediately upon release of obligation to the justice system. Only law enforcement agencies for any reason and other government agencies that needs the information for non-employment purposes would be able to access these records with proper justification. The exceptions to the proposal would be for anyone convicted of any sex offense or offenders who committed violent/abuse crimes. The reporting period for subsequent convictions and reentry into society would require an additional three year waiting period before the ex-convict could apply for concealment of their criminal conviction. In addition it would be illegal for an employer to discriminate against an applicant on the basis of their criminal record provided the applicant had completed all obligations and properly had the record concealed.
