Wanda Rios deliberately failed to allow Emilio Lara to exercise his rights to said children, Emilio Lara Jr and Megan Renee Lara. She left the state of Texas while the divorce decree said she was not to do so. She deliberately kept Emilio Lara from said children allowing no contact. Wanda Rios also changed the children's last name without Emilio Lara's consent.
