    Comments: Any new policy initiative or nay initiative to effect major changes to any policy has to be well debated. The policy or the policy changes have to be made available in local language and at every village panchayat. The proposals have to be discussed and feedback obtained from every single village panchayat in the country. Any policy change without a pubic debate is demeaning democracy.
