As Portland Public Schools and the Portland Association of Teachers negotiate a new contract, we believe the decisions they make should benefit the students who attend Portland Public Schools. To these ends, we recommend the following contract priorities:

1. Portland students should receive additional instructional hours. The goal should be at least 180 days (the national average) which will enable educators more time to raise our graduation rates, close the achievement gap, and improve test scores.

2. Portland students deserve teachers who are fully qualified in both the subject matter and the grade level they are teaching.

3. The contract language should support parent communication and engagement in order to encourage parents to be more involved in student learning.

4. The contract language should embrace the use of trained communityvolunteers to support teachers and help provide the individual attention students need to learn and grow.

Finally, we recognize that an unreasonable teacher workload adversely impacts student learning. We need more teachers to give students the individual attention they deserve.

To that end, we ask the district to issue a memorandum of understanding that any additional levy or state funds be allocated directly to hiring new teachers (until a targeted student/teacher ratio is reached).
