    Comments: Ebay makes it easier and easier for the buyers to do whatever they wish knowing they CAN NOT receive negative feedback. One buyer even said they bid on several of the same items and whichever one they win for the least is the one they pay for and the others are just ignored. She's right what can the buyers' do? Nothing! No negative feedback so they all have 100% feedback. Then if that's not bad enough the seller has to pay for the insurance which of course increases the shipping fees. Sellers CAN NOT charge buyers' for insurance. Then they can rate us any way the want and ruin our reputation that we worked so hard to establish. It is definately a BUYER'S market that is putting good sellers OUT OF BUSINESS - SAD BUT TRUE. I am very disappointed in Ebay and disgusted with the whole thing.

    Comments: why is it that a solution can't be reached that wouldn't harm small business owners? Test the products during manufacturing before the parts are distributed for small manufacturers. Or require small manufacturers to include a simple statement of the testing status of the product to inform consumers, don't charge them to test a product that should have been tested before it was sold to them.

    Comments: With the United States in an economic meltdown, having to take costly steps for crafters to make a living, is insane. The idea of multiple testing of the same product, even when "manipulated" can result in thousands of dollars being spent by the Little Guy. Who can survive this way. The problem with the products are not usually because of the assembler but the producer of the base product. This came about, not because the USA was using inferior products, but because the USA was importing products from another nation.

    Comments: I am a crafter at heart trying to produce items for sale to consumers ,with safety in mind of course, to make a few extra dollars to further help support my family in these tough economical times. I understand safety of the children come first always. I CANNOT understand why we have to have tests done on items if they have been tested with proof from a company/supplier that the materials used are free from any danger. This will affect a numerous numerous number of Stay at home moms, grandmas, boutique sellers who has a business of making items for children for sale as a means of their only income or extra income that is desperately needed. I ask that you please reconsider the laws and make it a little more simpler than what they are as written currently.

    Comments: my signature indicates my agreement with the intent of this petition in that this petition in summary does not hold harmless any company or individual who knowingly manufactures anything including clothing that contains harmful levels of lead or any other toxic substance, but that the manufacturers who use methods and materials once described to be free of toxins/carcinogens are in fact complying with the requirements of any regulation on such content in their finished products.

    Comments: The average small business owner who creates one of a kind handicrafts can in no way afford to have their products tested. It will simply drive them out of business and the majority of shoppers will be stuck with mass produced, impersonal products. I definitely think that some sort of acception needs to be made for small cottage workshops.

    Comments: In this economic hardship our country is in and with our government professing that they want to keep jobs here in the United States, why are they regulating small business out of business and other business out of this country. I believe we need to concentrate on enforcing the laws that are on the books rather than concentrating on how to legislate American made products to other countries. Please consider the impact this legislation will have on hard working small business owners who will no longer be able to stay in business, adding to our already above 10% unemployment rate.

    Comments: as an owner of a small business, the impact of the proposed laws will force me to close shop. I make every effort to ensure that my products are safe (screen print on manufactured clothing with non toxic ink). I have contacted my ink supplier, analyzed msds sheets, etc. I do not and will not have the time, energy, or money to test the ink that I already know is safe!

    Comments: I had planned, until today I guess, to start selling my handmade diaper covers starting in the spring or summer. I also purchase on occasion, hand made items for my children. Has this EVER been a concern with handmade items made in the USA? I thought it was just a few overseas things. Maybe instead of punishing our hard working WHAMS (work at home moms) they should just ban outsourcing for children's items. America needs the money anyway.
