Good BidderA bids 5.00
Good BidderB bids 20.00
Bad BidderC bids until he/she is the high bidder then retracts.
Bad BidderC comes back during the last 12 hours and pads(bids) between 5.00 and 19.00 so that BidderB pays 20.00 and not $5.50
Please join us in asking ebay to have ALL bids retracted regardless of when bids were made. Crooks are "using the ebay system policy" to their advantage.
