Between 2009 and 2011 there were two high-speed fatal accidents between Blacks corner and the junction of Boker Lane on Sunderland Road, East Boldon. 

After the initial incident in 2009, residents in the local area successfully lobbied for changes to be made to the speed strategy deployed in this area, as well as the successful addition of a red light/Speed camera to the Boker Lane Junction traffic lights. 

Numerous traffic surveys have been carried out within the last two years, however, results are very unclear and vague. The only published figures show an 'average' speed during the testing period i.e 1 week. Whilst the 'average' speeds are in and around the required 30mph, the figures do not detail the dangerous speeds, which it is suggested are achieved, particularly in the late and early hours of the day (times of when both fatal incidents occurred 5-7am). 

The below EXAMPLE highlights the concern regarding how misleading 'average' figures can be... 

Daytime (higher volumes of traffic, lower general speeds) - 500 cars record an average (speed of each car added together and then divided by total number of cars) of 24 mph. 

Night/Early hours (lower volume of cars, higher general speeds) - 50 cars record an average of 55mph Total cars recorded in period= 550 Total speed of all cars during period (added together)=14,750 Average (mean) speed of cars over period=26.8mph 

Whilst the police, highways agency, and local authority may well have targets and required variables to work within, producing data which does not show the full picture is misleading and is risking lives. 

Within the example given, vehicles could have potentially been travelling much above the actual speed limit without comprising the 'average' published speed.  This 'average' speed is used to make decisions about what vehicle enforcements should be put in place, and essentially what measures are laid out to protect road users, and the general public.

By signing this petition, you are agreeing that there is serious problem with the way in which average speed results are published and are requesting that fully transparent and detailed results should be made available.  You are also voicing your concerns about the current speed enforcement measures in East Boldon, and are backing the deployment of fixed position speed cameras and/or the creation of speed tables or speed cushions in the problem area.
