Congressional earmarks, also known as "pork," are irrelevant expenditures attached to congressional bills. The most famous example is the Alaskan "Bridge to Nowhere." These items can be used to entice voters to re-elect congressmen, to get congressmen to vote for bills they otherwise oppose (thus confusing the congressional voting record), or simply to line the pockets of corrupt legislators.
The simple fact, however, is that earmarks are THEFT. There was a time in American history when Congress would not have considered using tax money for anything other than defense or infrastructure. If the items being earmarked are worth Congressional action, they should be entered as individual bills.
