This year Montana state employee medical benefits are administered by Cigna. Claims are denied, payments to providers are delayed, the customer service is horrible, its phone system is designed to prevent you from ever talking with a human being, and providers have a laundry list of complaints about dealing with them. Montana state employees and taxpayers pay for these benefits, but what good is a benefit if you can't use it?
