Bush in a war with Iraq that would result in "regime change", a war for which the rationale would be weapons of mass destruction. The memo makes clear that the "evidence" for war would be shaped to fit the mutually agreed-upon agenda by Bush and Blair to invade Iraq. And this, despite Lord Goldsmith's warning that the invasion of Iraq was in fact illegal. This Downing Street Memo is not "old" news, and the Times of London did not present it as such.
