Name: Christopher M. Tucker on Aug 28, 2012Affiliation: UC-Berkeley, PhD. Candidate (Political Science)Are you a mental health professional? : No, I am not a mental health professionalComments: The failure to account for the profound post-9/11 socio-political-legal changes in the proposed DSM-V is a disastrous oversight, which will result in pathologizing "normal" responses to a new empirical reality that this DSM ontologically precludes, but confronts citizens/residents, esp. politically active & certain ethnicities (Muslims, illegal immigrants). Recently, a US judge ruled several prominent journalists, academics, activists had credible fears that the US might suspend all their constitutional rights and indefinitely detain them w/o charges or trial b/c of their expressive/research activities. Millions of innocent people are on Terrorist watch-lists, No-Fly lists, blacklists, etc. NSA whistleblowers claim the US is nearly an Orwellian, "turn-key totalitarian" state, monitoring & storing all American's communications, while FBI can secretly access anyone's most private records (i.e. medical, library). There's been an unprecedented repression & censorship of science & whistleblowers. US agents infiltrate, spy on large ethnic & political groups (e.g. Occupy). The FBI Inspector General documented widespread, systemic abuse of new "war on terror" powers. The US president has asserted his power to secretly order murder of US citizens secretly deemed a threat, anywhere in world. CIA agents admitted to plots to covertly discredit academics. According to UN, at least one US whistleblower has been subjected to torture & degrading mistreatment. Torture has been "normalized" and US psychologists & psychiatrists have participated. Both Bush & Obama administrations have claimed unprecedented power to suspend the 1st Amendment right to free speech & associations and treat citizens with legal status of an enemy, causing many to self-censor & cut off peaceful associations. There is an unprecedented "war on US whistleblowers," many of whom have suffered Gestapo-type retaliation, threats, catastrophic damage to careers, finances, social/family relations, emotional & psychological health. At minimum, Americans have received 100,000's of National Security Letters, legally gagging them from ever telling spouse (or therapist) that they facilitated a so-called "terrorist-related" investigation. The DSM has always been a powerful instrument that has institutionalized unspoken, biased assumptions about American state-society-individual relations, as much as it has when authoritatively distinguishing "normal/healthy" from "pathological/unhealthy" human behavior & thinking. Western mental health experts can objectively see the cruel abuse of biased psychological standards used by Chinese psychiatrists and judges to forcibly institutionalize, stigmatize, repress (& often torture/electro-shock) pro-democracy dissidents, who'd exhibited "insane" behavior of disseminating pamphlets, "conceptually chaotic" political beliefs. My argument is that the DSM-V's failure to account for the radical post-9/11 changes in US state-society relationship & constitutional order, significantly increases the statistical probability that American's normal responses to the new "war on terror" matrix will be misdiagnosed, and re-victimized/re-traumatized by the mental health expert they turned to for help coping with empirical phenomena that were unthinkable 10 years ago. Are the 100,000's on the No-Fly list, irrationally paranoid for suspecting they are always being watched? Is the Pulitzer-Prize winning journalist, Chris Hedges & his co-plaintiffs suffering delusions of persecution/grandiosity, paranoid schizophrenia for suing Pres. Obama because they fear they're research/reporting will result in them getting locked in a CIA dungeon without charges or trial? US Judge Katherine Forrest ruled these fears rational & credible. When employers, friends & family abort relations with the 100,000's of suspects on various watch-lists, out of fear they'll be accused or blacklisted, will the innocent victim's life-crises & fears, be reduced to a neurological disorder, requiring involuntary hospitalization? This petition rightly notes that proposed changes to the DSM-V risk labeling of sociopolitical deviance as mental disorders, but does not go far enough. According to my assessment of the DSM and preliminary research (e.g. informal interviews w/ US mental health professionals), the US mental health care paradigm is virtually guaranteed to re-traumatize, stigmatize & pathologize any patient genuinely suffering bonafide harms as collateral damage in the new "war on terror" that conceptualizes the fabric of American life & society as a "battlefield." Although there is a well-documented dark side of US political persecution, repression, blacklisting, even massive programs of horrific human experimentation (McCarthyism, COINTELPRO, MKULTRA,etc.) that destroyed countless innocent lives, induced countless suicides/deaths, to my knowledge, US mental health experts & the DSM have always presumed claims of malevolent persecution by the US government, as symptoms of mental illness, invalidating, discrediting & re-victimizing genuine victims, and concealing government abuse with pseudo-scientific authority of trusted professionals honoring their Hippocratic Oath. If the US mental health authorities don't account for the new techno-political-legal reality constituting American reality for the foreseeable future, they will increasingly look like agents of repression and pharmaceutical industry stooges. I'll be publishing an article on this subject in the near futureFlag
