Require all welfare recipients older than 18 and younger than 65 to drug test at least once per year in the office so that they don't have time to go buy a clean urine sample. Give welfare agents the right to require a mandatory on the spot drug test (with privacy allowed for recipient) if recipient's activity is suspect. Give welfare agencies the right to deny any further payment to welfare recipients that drug test positive. Allow welfare agencies to demand repayment by the tested positive recipient up to 3 months.
