Whereas many accidents on the road today are caused by teenage drivers; whereas the number of cars on our roads makes traffic greater and therefore adds to pollution, inconvenience, and environmental degradation, and greater dependence upon foreign oil; whereas high school graduation has come to mean little to students aiming for either college or the workplace; be it resolved that the privilege to drive an automobile be contingent upon either high school graduation, a GED diploma or the completion of 25 years of age.
