Petition to Eliminate Dynamic Disqualification During USTA Sectional League Tournaments

We the undersigned members in good standing of the United States Tennis Association do hereby petition USTA to eliminate the current (2006) National policy stated in National USTA Rules Section 3.04A(2)a, of allowing the Sections to choose to Dynamically Disqualify Computer rated players "throughout" the Sectional Tournaments and reverse all wins for the Disqualified player.
Supporting Rationale:
Taking away points earned in a previous day's match, when the DQ'd player was playing "in good faith" at the proper level, is not, in our estimation, in keeping with what USTA stands for and tries to promote. It is extremely unfair and unjust, to take away something earned in accordance with the rules and in good faith, and runs counter to everything USTA teaches about sportsmanship and fair play, and allowing all points earned "in good faith" to stand.
Disqualifying a Computer Rated player "during" the Sectional tournament and reversing all their wins also penalizes the whole team, by removing team points earned "in good faith", and often prevents the whole team from advancing to the next tournament.

States: "If you’re a returning USTA League player you will begin your league season with your current NTRP computer rating".
A Computer Rated player, playing at the level assigned to them by the computer, should not have to play in fear of "Dynamic Disqualification". The current policy encourages the "sandbagging" that is intended to prevent.
