Anyone who has been placed in the unfortunate position to have to use the CSA will be only too aware that it is a completely broken system. There is currently billions of unpaid debt which shows how the current system is failing parents. More than a fifth of parents pay nothing at all towards their childrens upkeep. Unless parents with care are prepared to ring the CSA daily and take on a mammouth battle cases just gather dust. The additional powers that the CSA have been given, to take away passports and driving licenses just aren't being used as the agency continues a softly sofly approach with non-paying parents that just doesn't work. It is often the parents that can most afford to pay that have learnt the many loop holes to avoid paying. Company Directors that are declaring tiny salaries while pushing the majority of their overheads through their businesses, are just one of the groups that the CSA seems completely illequipped to deal with. The complaints procedures take years and how are children supposed to be maintained in the meantime. With an ever increasing divorce rate and more a more children being raised in single parent families it is imperative that the government create a system that works. Raising a child alone is a hard enough task without the added frustration of having to deal with the nightmare that is the current CSA system.
