Comments: The World Bank has once again tremendously failed to take advantage of a ripe political environment to demand a policy of good governance. Instead of demanding one of its beneficiary governments marred with quintessential human rights violations such as jailing opposition leaders, journalists, and members of civil society, it blindly chose to apply its one-size-fits-all, cookie-cutter policy to reward a corrupt fascist regime in Ethiopia with upwards of $1 billion USD in "PBS." The people of Ethiopia will NEVER pay this Loan back as it only imbelishes the coffers of tyrant dictators. "PBS" is a good policy applied to the wrong country.

Comments: The World Bank clearly understands this loan will never remedy the core issues of health, education, and poverty in Ethiopia. The Bank's failed policies in Ghana, Uganda, Zaire, Zimbabwe and other similarly situated African countries gives a clear indication of what's to come in Ethiopia. "Protection of Basic Services" (PBS) can only work when there is a transparent and accountable infrastracture in place that actually protects the basic services. It is reckless and irresponsible for the World Bank to financially strengthen a regime that mows down its own citizens who speak out against it in broad daylight and locks up all voices of reason who protest in the name of justice, freedom, and democracy. So long as institutions such as the World Bank and IMF continue to reward the egrigious behaviors of tyrants like Meles Zenawi, innocent and poverty-ridden people will continue to suffer at the hands of dictatorships.

Comments: These actions are the responsibility of both World Bank and Ethiopians in general. The needs and desires of the World Bank, Ethiopia, and Ethiopians in need should be assessed in the context of political conditions in the country and on the security of the people who are living in a very difficult situations. World Bank needs to help diagnose the political, social, and economic problems which exist in Ethiopia right now so that all Ethiopians can understand why World Bank took the initiative to seek views on the areas mentioned above. Member of the oppositions who are suffering in prison, in particular, need to be centrally involved on the three areas so World Bank's assistance would benefit the people of Ethiopia but not the people who are waiting to steal the assistance which is supposed to be helping the poor Ethiopians. The strategies to accomplish these areas: a) Peace, b) The release of all prisoners of consience, C) separation of Military and Politics.

Comments: Please, The president of World Bank stop giving fund to tyrant, butcher, dictator and bully prime mister of Melese Zenawie. As you know due to rigging vote problem this tyrant person killed Hundreds of innocet people, Jailed elected parlamentarians, jailled journalists, jailled civic society and ten thousands ordiary people. At this time Ethiopians people have not democratic right in their country. There is no one real private news paper and other media. In this week this tyrant government closed Ethiopians web site which give some information. I know World Bank's one of prerequistion to give aid or loan for one country is that country must respect human right and democratic right of its citzens. Now the world bank is doing respect to Ethiopia is against his rule and regulation and more over world bank cooperates with this tyrant governcent to oppress and kill Ethiopians people with silent weapons.
