WHEREAS there is no power vested in Congress to retain control over vast amounts of land currently estimated at 700 million acres in twelve Western States which amounts to almost one half of all the land west of the Rocky Mountains, and…

WHEREAS the only land that Congress is allowed to exercise its permanent jurisdiction over is 100 contiguous square miles of land called the District of Columbia and certain other specified, but limited amounts of land on which to build forts and ports and other needful buildings…

We the undersigned petitioners request our representatives in Congress Assembled to take all necessary and effective measures to repeal the Federal Land Policy Management Act of 1976 and immediately end the Federal occupation of land in twelve Western States and to terminate its control over the majority of the land which it currently administers in Arizona, California, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, Wyoming, Alaska, and Hawaii.

We further demand the immediate return by sale, transfer, or otherwise of all existing Public Lands administered by the Bureau of Land Management in these twelve States wherever appropriate to the States, or to the Counties wherein the land is located, or to the people to use as they see fit in accordance with existing State and local land use laws.
