Columbine Lake Country Club uses Magnesium Chloride (MgCl2) as a dust suppressant on approximately 6 miles of road in the Country Club annually, one application each spring. MgCl2 is known to cause damage to plant life in environmentally sensitive areas. Concerns about the affects of MgCl2 on the environment have been raised with the Manager and Board of Directors of Columbine Lake on multiple occasions. Documentation has been provided to the Board depicting the potential adverse affects of MgCl2. Product availability and descriptions for alternative environmentally friendly dust control products has been provided to the Board. There is evidence at Columbine Lake of damage to trees and plants caused by MgCl2. This damage is caused by Chloride Toxicity and is evidenced as Foliar Crown Damage. Additional documentation has been presented to the Board detailing the existence of adverse environmental conditions at Columbine Lake related to the use of MgCl2. The continued use of MgCl2 will increase the potential for additional unfavorable environmental conditions that could adversely affect the plants and trees at Columbine Lake. We, the undersigned concerned citizens of Columbine Lake, petition the Board of Directors of Columbine Lake to act now to make and adopt a motion changing the Columbine Lake Bylaws to discontinue the use of MgCl2 immediately and determine and implement an environmentally friendly alternate strategy for dust mitigation at Columbine Lake Country Club. In addition, the undersigned, under the terms of the Declaration of Protective Covenants, Restrictions, Easements and Reservations of Columbine Lake Subdivision, County of Grand, State of Colorado, article 7, will amend the Declaration of Protective Covenants, Restrictions, Easements and Reservations of Columbine Lake Subdivision by adding a new section as follows: Section 3.04a No actions will be taken that adversely affect the health and welfare of the environment on any lot, right of way or common area at Columbine Lake. This will include, but is not limited to, the application of Magnesium Chloride products for dust control, or any other purpose, or any additional action brought to the Board of Directors attention that is negatively impacting the health and welfare of Columbine Lake.
