Whereas Citizens are concerned that contaminants in materials used as fill for pits and quarries may endanger water quality and the natural environment of the Oak Ridges Moraine; Whereas the Ministry of the Environment has a responsibility and a duty to protect the Oak Ridges Moraine; Whereas the Government of Ontario has the lead responsibility to provide the tools to lower-tier government to paln, protect and enforce lear, effective policies governing the application and permit process for the placement of fill in abandoned pits and quarries; Whereas this process requires clarification regarding rules respecting what materials may be used to rehabilitate or fill abandoned pits and quarries; Therefore, we the undersigned ask that the Minister of the Environment initiate a moratorium on the clean fill application and permit process on the Oak Ridges Moraine until there are clear rules; and we further ask that the provincial government take all necessary actions to prevent contamination of the Oak Ridges Moraine.
