    Comments: We have been involved in retail real estate since the 1960's. During that period I have had the opportunity to work on CBD Revitalizations. A few of the locations include Jamaica and Freeport, NY; Norwalk and Bridgeport, CT; Jersey City and Princeton, NJ. Other large projects include Akron Ohio and Kansas City. One Key Element to a successful reviatlization is retail space. You never gat a second chance to make a first improession. Retail is the face and the frohnt door of a cummunity. Hampering the develpment only serves to mire a community and prohibit its effective organic growth. Moratoriams only serve to pent up demand and force entrepreneurs to invest elsewhere. No moratorium ever attracted business or served a market need. I certianly hope the Kingston, a City who would benefit from new retail activity, does not make a Loose-Loose choice. It would thwart growth, limit entreprenurial cativity, fail to serve the community's needs and penalize real estate owners in your City.

    Comments: Please do not impose the moratorium on commercial development along Washington Avenue, especially buildings that have been left vacant. This road is a gateway to our city and first impressions are important. Instead encourage new business to come into our city and fill these vacant buildings and bring new business to our tax base.

    Comments: The City of Kingston has been steadily declining in the 26 years that I have lived here, and there's been no significant growth within that time span. As a business owner suffering from increased taxes, I will very shortly no longer be able to conduct my business here if there is no relief - and that relief comes with expanding the tax base in the City. This site is a neglected and polluted site. As it stands now there is NO "gateway" into this City, what with a gas station, a pizzeria, a defunct automotive repair shop, a defunct gas station and a used car lot 'welcoming' visitors here. The reality is uptown Kingston is in dire straits, as is Midtown and the Rondout. Without development, we will continue to decline, stagnate and deteriorate. Respectfully yours, Karen Clark Adin
