American Citizens Defend Our Land, Our Country.

The purpose of this petition is for the training of American Citizens, to protect those most vulnerable, so that we will not be victims of terror on our own soil, or victims of violent crime.

If our soldiers are fighting on foreign soil, criminals have obtained illegal weapons or gather in large numbers against a single victim, or even if our local law enforcement officials are out on other calls or perhaps have a minimum response time, those precious seconds count. Lives are saved in moments.

Your body, your muscles must be well trained and recall instantly how to react, with correct override capability by your brain in unusual circumstances. Training that includes opponents as well as innocent bystanders are one very good tool to prepare for real world situations to prevent the harm of innocent civilians in defense situations.

Please join me in asking the United States of America to support and fund training our residents, our citizens, in defense of our persons, of others, of our residences, storefronts, and our land, The United States of America.

I propose that we train, and receive training, in hand to hand combat of various approaches, defense weapons mastery of various types, and the best way to avoid a potential confrontation, as well as how to alert someone you need help without alerting your attackers.

Terrorists do not always limit activity to the military of a country, and every group in every country has their own assault and battle strategy that they feel is appropriate. What will the American People do if someone decides it is not only our military they will attack?

What of Urban Squabbles? Good defense knowledge, coupled with great government defense programs including law enforcement and the military are the best possible package for the safety of our people; this is the best path to a peaceful future. Prepare for the worst or at least the reality now, and hope for the best future we can create.

The United States has been known in the past for military operations for Freedom, assisting other countries in training their new militaries, their people, and even providing, among other supplies, weapons, specifically firearms among other weapons. Some of those places the people were oppressed by the inability to defend themselves as only their oppressors, criminals and corrupt governments, were holding weapons and had defensive knowledge and strongholds to stand behind, as well as political powers and connections among all agencies. A person defending themself in one of those countries could be branded a criminal easily. We need to show this is not the case in the USA and keep our country safe and free.

Crimes against others, infringing another's right to life, liberty and the pursuit of happiness (that does not harm others) will remain crimes and perpetrators will continue to be investigated according to the laws of the United States of America.

Under the Citizens Defend Act the most vulnerable, and all citizens, would receive defense training.

Persons MOST AT RISK would receive specialized training that would compensate for any vulnerabilities they may have. This would include the young, disabled, elderly, and females.

Optionally I want to include a special program consideration for our government to think over, for our President to review.

Those citizens who display exceptional trustworthiness and skill could volunteer for government screening, either one-time (possibly renewable) or to be screened for a special government database, that would allow those citizens a government security clearance (civilian) that would allow them additional training and allow them to carry additional levels of defense items in a specific or non-limited way.

In addition to the above I recommend that programs beyond BASIC CIVILIAN DEFENSE be available for those who have completed the BASIC CIVILIAN training.

Recognizing that most violent crimes happen in impoverished and underserved communities, that entire populations and demographics of American People are limited not by laws but by finances from obtaining proper defensive strategy and supplies, it is proposed here that the United States of America provide and fund her people with both training and supplies, including weapons for the purpose of defense.

Should any of the people enrolled in such programs need assistance with any required paperwork related to defense, the program will also provide assistance in filling out such paperwork, even if part of another branch program, so long as this does not violate the qualifications for enrollment in the program. Where recommendation, follow up on approval etc. for paperwork relating to personal defense is required, the program will provide it. An example of this is a local law enforcement agency managing the disbursement of CCW, wherein a recommendation and / or follow up from the Citizens Defend BASIC (or other level) DEFENSE program would assist in either one or both of the following: a) expediting the permit and/or b) funding the permit.

This does not mean that the Federal Program would be required to obtain a permit that is now handling at a state, county, city, or municipal level. It does mean that the Federal Program  will provide the means to apply for such a program and for the application review and response to be expedited.

This petition is drafted in the light that safety saves lives. Knowledge of the safest methods in the operation of defense tools should be available to all of America's people.  The criminals knowing that every American, rich or poor, is walking around with the simple knowledge of how to defend themselves, should reduce violent crime as there will be fewer easy targets.

Advanced hand to hand combat and weapons training may be limited based on a residents past behavior, as it is not desired to teach those of any age, who have been known to attack another person, or routinely threaten others, additional tools to carry out their domestic crimes. The government may decide too conduct simple investigations for these reasons such as speaking with willing (and anonymous) persons known to the applicant for the program(s) to determine the reality of their history even if there has been no  conviction, as well as running a background check for higher level courses.

The BASIC level may be conducted without a standard identification and background check, or identification, naturalization or birth documents may be required.

Please understand the purpose of this is that the American People receive basic training in self-defense and training in the safe use of defense tools. Other program resources will be to provide a defensible position for the residents in the program and all of America's people.
