We, the undersigned, oppose the installation of Personal Wireless Service Facilities (PWSF), specifically cell towers, which do not conform to the Town of Hingham By-Laws relating to such. We are opposed to the installation of the proposed 120' Anchor Plaza cell tower which would be located 66' from a residential property line and 180' from the nearest home.

We support Hingham's Master Plan goal to safeguard residential neighborhoods from encroachment by all forms of incompatible uses. We believe PWSF should not be located within a proximity to residential neighborhoods such that that they may devalue homes, create a safety risk from tower collapse or create noise and/or visual nuisance.

We support the purposes of the By-Laws "...to conserve the value of land and buildings*... to encourage the most appropriate use of land throughout the Town*... to allow adequate Personal Wireless Services to be developed while simultaneously preserving the character and appearance of the Town by protecting the scenic, historic, environmental and natural resources of the community, by requiring owners of Towers and PWSFs** ... to configure them so as to minimize and mitigate the adverse visual impact of the Towers and Facilities**..." *Town of Hingham Zoning By-Laws I-A 2. p. 1 **Town of Hingham Zoning By-Laws V-E 1. p. 91

We also support alternative Personal Wireless Service solutions, such as the Distributed Antenna Systems (DAS) that is provided for in the Zoning By-Laws, that utilize a "least intrusive" standard to provide wireless services throughout the town of Hingham.
