People(1) involved in circumcision(2) on a child(3) are accountable to pay damages. Damages, later ever to be claimed by this mutilated person.
(1) Parents, Priests, Docters, Surgeons, Nurses, Witnesses, ...)
(2) Male or Female sexual mutilations
(3) Up to adult age of 21 years
