Since its initiation in 2002, the Chollas Creek Enhancement program has faced obstacles that have made it difficult to implement the program effectively. Raising the funds needed for maintenance activities and keeping the public's interest and involvement with this project are some of the major problems that the city has encountered. This project is very dependent on the community and state grants and without it, it is difficult to keep this program going. Since the city has not been able to maintain an effective program for keeping Chollas Creek clean, we have come up with our own proposal to help clean and restore Chollas Creek.

Our new policy focuses on the cleanup and maintenance of Chollas Creek rather than the reconstruction of channels, trail system, landscaping and parks. Our main goal is to keep trash out of the creek and surrounding areas. To achieve this we propose that the city either raise funds or use their grant money in order to buy devices such as trash screens and Bandalong Litter Traps that will help keep the creek trash free. Trash screens are a simple and inexpensive device because essentially all they are is a chain link fence that has been installed along a creek. They basically work as a fence that catches floating trash and debri such as bottles, cans, and plastic bags while still allowing the water to keep flowing downstream. The other device that is to be used for keeping Chollas Creek trash-free is the Bandalong Litter Trap. Similar to a trash screen, a Bandalong Litter Trap is designed to trap and retain debri but unlike a trash screen, this device floats on the water's’ surface but is held in place by chains and anchors. The Bandalong Litter Traps also direct the trash through a one-way mesh gate that prevents the trash from spilling back into the creek. The screens and litter traps would be strategically placed in Chollas Creek in order to capture the trash,

Usually after it rains, the trash from our streets is swept into the waterways where it is then dumped in the bay or ocean. This harms the wildlife because birds and small animals get caught in trash like six-pack rings and wires or fish mistake styrofoam and cigarette butts for food and they die. The benefit of this new policy is that it would help the environment and wildlife. By stopping the trash from the beginning of the creek it will not travel all the way into our ocean where it will hurt the marine life. Keeping trash out of our creek will also improve the water quality and prevent flooding.

Implementing this policy would also benefit the city because it is cheaper and does not require as much effort as other clean up programs. If the Chollas Enhancement Program would have been continued, it would’ve cost the city millions of dollars. A Bandalong Litter Trap costs around $75,000 which is relatively cheaper. The trash screens and Litter Trap also require less effort to maintain but deliver effective results. Friends of Sligo Creek is a community organization in Maryland that have been using the trash screen in their creek for over six years. According to FOSC, only minor maintenance is required to clean out the trash collected in the screen; it can even be done by a single volunteer in around ten minutes. With the Bandalong Litter Trap, disposing of the trash is also easy because the company that sells the device will set a schedule where they will come to inspect the litter trap and also dispose of the trash.

The outcome of this new policy of cleaning the Chollas Creek is that it will look appealing to the community and the city of San Diego. This can benefit the community because if the Chollas Lake looks appealing, citizens in the community or in the city can go and visit the lake for a day. The community and the City have established that the Chollas Creek to be an open space for all communities. Nearly 500,000 people live around the area of the Chollas Creek. That is around how many people are affected by the Creek. Once the new policy has taken action, the outcome is that it is going to look good for the communities and that will benefit the city. It can also benefit the city after the new policy has taken into action because after it is clean it can be one of San Diego's tourist attraction. It can be one San Diego’s tourist attraction because of the history this lake had with the Native Americans.
