If, and I say if, Chief Norwood leaves for Raleigh or any other city, for an eternity we will have to honestly admit to ourselves that, that city has a better, a more committed and a more passionate Chief of Police than we do. And that will be the situation, no matter who Chief Norwood’s successor is.

From the public's perspective, the work of Chief Norwood has been a positive influence on the city and the region. You need to retain top personnel who work with integrity, and it is essential to either keep Chief Norwood or communicate a viable reason, not a personal agenda, to show him the door.
