Please petition FIFA to change the current offside rule in Soccer. If you are not a soccer fan, allow me to explain what it is;
In layman's terms, a Forward (Striker, or one of the top two or three players at the center half of the pitch) cannot obstruct, hinder, or be positioned behind the last defender when the ball is play.
This rule has been in effect since the late 1880s due to players hovering around the opposition's goal.
The problem occurs in the enforcement and hinders scoring in the game.
What we need FIFA to do is to eliminate the Offside Rule Completely (Law 11, see below.

The evolution and speed of the game has changed. The Historical Climate of the Times reflects a different player and fan mindset. We have come to a place where more frequent scoring chances must occurr to address the attention deficits in our Wi-Fi World. What should occur is this;
The attacking team (Offense) cannot be in the penalty area (18 yards or under) without the ball. In other words, an offensive teammate i.e., he or she cannot receive a pass while in the Penalty area while his or her teammate is distributing or dribbling the ball. This may be akin to the NBA rule of "Goal Tending."
This will prevent the two of three strikers, Wingers or Forwards to crowd the goalie or "Camp Out" in the opposition's goal. If this is not a suitable suggestion, then do away with the Offside rule entirely.
This will improve scoring lines, assist in the prevention of games being fixed by few points or point shaving.
A one year revision to an already revised rule will not adversely affect the game. It may prevent injuries, and promote scoring. We are loosing potential soccer fans due to the 90 or more minutes of only two or three goals scoring.
In order for the MLS, USL, and NASL leagues to compete with Barclay's Premier League (England's Tier One League) and La Liga (Messi and C. Ronaldo's league, Spain), at least the North American FIFA portion should try to eradicate this rule.
It is only a matter or time before this rule will be changed. I wrote FIFA regarding this rule. They told me to contact four regional board members in Wales and the UK. When I tried to find their email addresses I was not able to locate them.
