   Comments: I am a biological Oceanographer by education, and believe that proper cleaning procedure can yield an artificial reef with no notable toxicity problems. PCB's, hydrocarbons, heavy metals, etc. can all be removed prior to sinking.

    Comments: The non-scientific allegations made by BAN need to be dismissed. In every area where ship reefing has taken place there has been on scientific evidence of toxic release or contamination. Indeed, placement of such ships have proven to be a financial boon to area businesses and local communities.
