    Comments: Best Management Practices should always be the way to go around water, a limited resource. I spend volunteer time for 3 years collecting base data on the headwaters of the Missouri River. I have also logged over 300 dives where one of my last dives at night, was seeing the lobster larvae and many forms of life, most people don't see. These life forms are most vulnerable and if we kill off everything...what kind of life will we have here on earth...and I'm not talking, Twilight Zone!!!! Do the right thing for the resource, create eco-friendly jobs, don't just dump toxins in the sea!!!

    Comments: The Ships to Reefs should be expanded, not scrapped or restricted. I'm a PADI Scuba Instructor & USCG 100 Ton Captain, and can attest to the value of the program for the diving and fishing industries/communities, as well as the larger local economy. To stop the program based on questionable scientific data presented by the Sierra Club seems short-sighted. The Ships to Reefs program is one where the benefits overwhelmingly out way the potential negatives. I respectfully ask you to reconsider and allow the Ships to Reefs program to move forward.
