In September of 2007, my eight-year-old daughter was placed in foster care due to an allegation of sexual abuse made by my mother, Donna Carr, a woman who is known to be severely mentally ill and deceitful. It was quickly proven that the only person to have ever touched my daughter in an inappropriate way was Donna Carr herself. She does not deny that she committed this repulsive act, but instead claims that she was justified in doing it because she had limited medical experience in the military over twenty-five years ago and was "merely checking (my daughter’s) hymen". Despite all of this, nothing has been done about the crimes that Donna Carr has committed against my daughter and my family. My husband and I were forced to move out of our home in the middle of the night soon after the hearing because Donna Carr had a stolen key to our house in her possession and often entered whenever she felt like it. Unfortunately, a postal worker told her where we had moved to, and she and her husband, Stanley Carr, began to come to our new house for the intent purpose of intimidating and threatening us. When they finally realized that neither I nor my husband wanted anything at all to do with them, they began to harass and stalk us. Donna Carr continues to submit false complaints to Children’s Protective Services, the Department of Children’s Services, the Juvenile Court of Anderson County, and various government officials, which has caused a lot of stress for my husband and myself. Their tremendous abuse has made life intolerable for my family. My daughter, who is diagnosed with autism and early onset bipolar disorder, is emotionally fragile and will assuredly need years of therapy to deal with the harm that being molested and placed in foster care has caused her. She often tells me that she is scared that Donna Carr will touch her again and asks me why the police won’t arrest the woman for what she has done. She knows that she will soon be home with me again and that she will have to go to school… and that Donna Carr lives across the street from that school. Nothing will stop Donna and Stanley Carr from continuing their pattern of abuse against my family. Both of them are mentally unstable, violent, and prone to flights of fantasy, so my husband and I fear for our lives and worry that they will attempt to kidnap our daughter as soon as she returns home. Donna Carr has told my daughter in front of various caseworkers that "(she) will have (my daughter)", and I do not see it as an idle threat. We, the undersigned, ask that Donna Carr be fully investigated and charged with the sexual molestation of a child and with making false reports. We also ask that Donna Carr and Stanley Carr be fully investigated and charged with defamation, harassment, and stalking.
