Dear Members of Congress;

The undersigned petitioners represent millions of deaf and hard of hearing people in the United States continue to be disappointed to find that many movies and video shows on DVD have no captions or subtitles.  No law currently requires that captions be added to DVDs by movie studies and other business that produce these DVDs.  The failure of those businesses to caption their DVDs clearly do not care about the needs of deaf and hard of hearing people.   We are asking you to support us by adding a new law that requires all DVD (and all other media)producers and distributors to:

1. Provide captions for all movies and shows provided on DVDs, regardless of when the movies or shows were originally created or produced.

2. Ensure that the captions are readable with properly synchronized timing of the captions to what is being viewed and said, and provided on a black background and a strong bold white or yellow font. 

3. All DVDs that have unreadable, erroneous, or missing captions should be corrected. This includes for television shows that are now sold on DVDs for the series and only some of the shows are captioned while the others are not.      

4. The law should require captioning on all DVDs but also all forms of media including those not developed at this time.
