    Comments: I am very much against building more prisons without basic reforms in the prison system and emphsis on rehabilitation. The h igh recidivism rate shows that prison as it is presently structured does not work and in fact further criminalizes the inmates.

    Comments: I strongly oppose any bill which would expand the prisons in California. We should be seeking ways to send home those individuals who have demonstrated willingness to change their lives. Those who work, seek education, skills and are disciplinary free for long periods of time. Building or adding to the present system will only increase the numbers...if you build it they will come.
