I purpose a cap on property taxes within California. The property tax should be assessed based on the property value at the time of purchase. This would change the current system of assessing the property every year or so and paying taxes on market speculation. The property owners would benefit based on knowing how much their taxes are from year to year and the government would benefit based on know their income year to year. This proposition will create stability in the government and in the pocket books of the property owners.
