Amending the Cape Coral Charter, deleting parts of Sections 7.09(a) regarding appropriation of excess revenue, and a provision requiring excess revenue shall be applied to the following year's budget, excepting emergency appropriation;
Adding Section 7.09(g) providing the annual rate of increase shall not exceed the combined rate of population and inflation.
