Pembroke Falls, April 8th, 2013 Members of the Board Pembroke Falls Community Pembroke Pines, FL 33028 This letter intends to express the concern and discomfort of a great majority of residents with the selection process of the new TV/Internet Provider for the 2000 houses in the community, Hotwire Communications. It is important to mention that we are talking about a 10-12 Million dollars contract*1 over the course of 7 years with this company that at the end of the day will be paid by us, the owners of the community. Please see below a list of arguments that support our concerns •The selection of the new contract was made without having at least 3 well known major competitors for this type of service. •The Members of the board argue that since there were no other bids for the contract it was assigned to the only one that was left, Hotwire Communications. •It is unacceptable that among well known “FIBER OPTIC” technology providers such as: Verizon-Fios, AT&T –Uverse, Comcast, the contract was assigned to a company that we believe is a not well qualified provider,Hot Wire Communications, with poor Income Statements for the last 3 years, with terrible reviews and many complaints on Yelp, BBB, YouTube, Glass door and other websites. •The Board has ignored the concerns of the residents in several meetings about signing this contract with Hotwire Communications. •The Board has just limited to answer to all the concerns about the poor selection of the provider behind the well-known benefits of the FIBER OPTICS technology. We understand the benefits of the Fiber Optic technology we just want this technology to be implemented by a solid and well known company so we can keep enjoying these services for many years and not having to engage in a 7 years 10 million dollars contract with a poor vendor that cannotguarantee the quality of the service. •Signing this contract in record time, without giving active participation to the community in the vendor selection process. We really wish you could use the same expedite process to fix main issues like the broken pool, broken basketball courts and the broken and now completely open sidewalk gates that put at risk the security of the residents and jeopardize the quality of life of our families. We just want to make sure that because of the size of the contract and the impact that this type of contract will have in the community for the next 7 years, the members of the board followed a transparent and logical selection process including a clear selection criteria that considered the technology been implemented, the financial stability of the vendors; Price, references from previous communities; and the infrastructure to implement/support the service in a continues, reliable, and effective manner. Equally important we want to make sure they evaluated several bids from well qualified providers, and the community was involved through the process.

Because of all the concerns described in this letter we kindly request this contract to be cancelled until a better selection process can be made involving the community and an external auditing company. If the contract cannot be cancelled we are requesting the complete list of Members of the board that signed the contract, their role on the selection, and the basis for the selection of this vendor, so they can be accountable for it even after they are not serving as members of the Board. We are also requesting Income Statements, Cash Flow Statements and Balance Sheet for the last 7 years of Hotwire Communications to be released to the community as well as the details of the signed contract including any “WAY OUT “clause for repeatedly poor service and for failure to fix the issues on time.
