Petition to the House of Commons in Parliament Assembled

We, the undersigned citizens of Canada, draw the attention of the House to the following:

THAT, Canadian citizens/residents have travelled to the Middle East and specifically, but not limited to, regions of Syria, Lebanon, and Iraq to join, operate with, fight for, otherwise support, affirm the goals of, and/or condone/take active part in the activities of the organization commonly known as IS, ISIS, and/or ISIL; that these same Canadian citizens/residents have done so of their own free will, free of coercion by the country of Canada and its representatives and with reasonable expectation of having full knowledge of the actions and goals of that same organization, actions including but not limited to terrorism, hate speech, kidnapping, murder, murder of loyal subjects of our Majesty the Queen of England, rape, murder of civilians in wartime, ethnic cleansing, and genocide, and goals including but not limited to the destruction of the sovereign states of Iraq, Syria, and Lebanon and the performance of terrorist attacks on major civilian centres in the USA, Canada, and parts of Europe; that, depending on the date of travel, it was either public knowledge that this same organization had been designated a terrorist group by the government of Canada or that it could reasonably be expected that this same organization would inevitably be so designated by the government of Canada; and that it be recognized that this same organization is waging a literal war against the armies and citizens of the aforementioned and possibly other sovereign states, that this same organization considers itself to be at war, and that these same Canadian citizens/residents would have reasonable expectation of having full knowledge of these facts.

THEREFORE, your petitioners call upon Parliament to perform one or more of the following actions in relation to the aforementioned Canadian citizens/residents, understanding that Parliament may feel that some of these actions cannot be taken but including them to illustrate the depth of our sentiment regarding the place, or more accurately lack of place, that we feel that these persons should have in our Canadian society:

a) to make no unilateral attempts to extricate, remove, or repatriate these persons;
b) to make no attempts to prevent, or reduce the risk of, the deaths of these persons as a result of any sanctioned military actions that the government of Canada or its allies may take now or in the future against this same organization or its allies;
c) to amend the legal definition of a traitor to allow for the prosecution of these persons as traitors;
d) to use/amend existing legal structures in Canadian law to allow for these persons to be charged with the actions of the group with which they identify, as in legislation designed to assist in the prosecution of gang members, allowing these persons to be prosecuted without the need to specifically prove the actions of each individual so long as there is no doubt as to the actions of the group with which they identify;
e) to ensure that, to the best of the government's ability, any legal framework constructed to allow for the prosecution of these persons within Canada should be so constructed as to not allow opportunities for these persons to subsequently sue the Canadian government for monies or any other form of restitution, or otherwise initiate legal proceedings against the Canadian government, resulting in further waste of taxpayer funds and our tax dollars being given to these persons such that any of these persons will be financially secure and free of the need to work at the taxpayers' expense;
f) to, should these persons return to Canada and in the absence of possible and preferable actions such as immediate arrest, place these persons under the strictest surveillance by police and security personnel to ensure the safety of Canadians and to improve the chances of prosecution of these individuals and whatever allies they may have within Canada;
g) to deny these persons entry into Canada completely and in perpetuity;
h) to strip these persons of their Canadian citizenship, even if this should render them stateless, and to refuse to pay any monies or other forms of restitution to anyone who should attempt to ask for such as a result of this action, even if this should be in breach of international law, and to amend national law to make this action legal within Canada in this and similar cases.
i) to issue a public statement that it is the position of the government of Canada that the actions of this same organization are in fundamental breach of the social contract inherent in the privilege of being a Canadian citizen, and furthermore that these actions are fundamentally unforgivable and therefore are not deserving of rehabilitation, reintegration, tolerance, or understanding, and that this same position therefore extends to any and all self-proclaimed members of this same organization, including these aforementioned persons.
