The Telugu Desam Party which is in power in Andhra Pradesh, in its election manifesto quoted " 100% Effective implementation of the SC/ST Subplan Act, If anyone shows negligence they will be punished.

9 Months has passed since the party came into power, but it has not taken any steps to frame the rules for effective implementation of the Act, rather, it is diverting the funds for use of other purposes which is not directly useful for the SC/STs.

So, DBRC Demands :

1. Frame rules for the effective implementation of the SC ST Sub Plan Act.

2.To form a state development authority with community participation.

3. Budget allocated to SC/STs to be given directly to the Nodal agency to avoid the involvement of Finance department to ensure design the programmes, monitoring the proper implementation of the Act.

4.The general allocation of the budget is not to be considered as the sub plan funds and sub plan funds should not be diverted to any other programmes.

5. Ten years time frame for the act to be removed.

6. Incentives to be given to employees who have done commendable work, employees who are negligence to the work should be punished as per the act.

7. 50 % of the budget allotted for SC/ST sub plan to be utilized for the schemes of welfare and development of women.

8. The Unspent balances of the present financial year should be allotted in the next financial year correspondingly.

9. To form monitoring committees at all levels for oversee and monitor the implementation of the SC/ST Subplan Act.
