unfair,is this illegal?

The petition

city utilities is greedy,selfish and unhuman.i have a 54 year old disabled father that owes a utility bill from 15 years ago.he stays from place to place between myself and my 3 brothers.he can barely walk and demands lots of care.not to mention hes on 24 hour oxygen.four years ago they added my fathers bill to my oldest brothers bill and disconnected.recently as in today they are shutting off my younger brothers utilities as i write this.and ill be the next target.my father is disabled,what do i di?they tell me that if i take care of my father they will shut me off.i have four kids.they dont care.the lady basicly said if i want him here to keep him in the back yard.what do i do?i dont have 15,000.this is happening to alot of people.is this right?should they be stopped?they said they dont want him to benefit from their utilities,there mine,i pay the bill..we need to fight for our rights..we shouldnt be held responsible for other peoples debt...we would like to hear from you...
