We the undersigned call on the BANK OF UGANDA for an immediate inquiry into miss-selling of ‘salary’ bank loans, wrongdoing and ethics of commercial banks in Uganda, especially Standard Chartered bank and their collections team. Commercial banks (especially Standard Chartered Bank) miss-sell 'salary' loans by stating that the loans are insured against loss of employment, a fact that is not only untrue but misrepresentative, leading to debtors who lose their jobs having to endure a humiliating and aggressive collections team that uses threats and deceptions (such as text messages purportedly from Bank of Uganda) coercing debtors to service the loans by all means possible and when this fails, harassing them using bailiffs and making menacing calls and eventually humiliating them by advertising them in the national press. The terms of reference of this inquiry should also include the manipulation of the legal system in Uganda, using courts and court bailiffs to intimidate and humiliate debtors; which includes press advertisement, threats of imprisonment and in some cases imprisonment. The inquiry must compel those in wrong to cease these actions forthwith, apologise publicly and compensate those affected - in instances of defamation and or humiliation and mental distress.
