    Comments: I think this is an utterly callous proposal. It's not simply the charges, many disabled people will find it difficult actually to use the pay machines; they may well take longer than able bodied people and thus in practice have less time for their money. I find it hard to believe the Council seriously want to do this. (I am able bodied myself.)

    Comments: Having had for a number of years care of my father who was disabled, I cannot say how much help it was to have free blue badge parking. I urge the council to continue this great help to all blue badge holders. However it may be that from time to time checks on their validity would not go amiss.

    Comments: I completely agree with the above statement. The Borough Council has aslo disregarded disability legislation which clearly instructs them to carry out an Euality Impact Assessment BEFORE the matter reaches a vote by councillors and BEFORE consultation with those this measure would affect. They have also ignored disability legislation regarding consultation. The decision to do away with free parking is a REMOVAL of an adjustment, as outlined in disability legislation.

    Comments: It's not so much the payment as the extra physical effort involved in getting to and from the ticket machines which reduces considerably how much I can then do on my visit.

    Comments: The proposal would be penalising those least able to afford it. There is also a danger of mistakes being made by those from outside the Borough, as hardly any areas charge for Disabled Badge holders at present.

    Comments: Councillors should get in a wheelchair and try out for themselves what they expect wheelchairbound blue badge residents to do before they vote in changes. Perhaps with an officer as their carer?

    Comments: I think this petition is valid because of the way and manner in which most decisions have been, and seem to be taken by Epsom and Ewell Council (see below). Consider the council that does not consult with minority groups because it seemingly believes it doesn't have to despite their legal obligations. Also the council that relies on the argument that because 'some disabled or blue badge holders' want or are in a position to pay but then does not seemingly consider the disabled persons ' that can't or are not in a position to pay but whom are sentenced to be punished with seemingly little if no support; with seemingly little if no consultation, which if it does occur, will only do so after the decision has been taken!!! Consider the council that seemingly does not promote a day centre for the elderly who can then justify its closure and then justify reductions in services like dial a ride as a consequence ... is this a caring council focused on it residents. Consider the council that after a survey found that 3 public conveniences that apparently cost £42k per annum to maintain are now to be closed because between ONLY between 84,000 and 105,000 people per annum use them at their convenience!!! The problem seemingly being that the 'spend a 1p' has not evolved with inflation and it now seems that it should be nearer 40-50p!! My most critical comment is not about the decisions taken (as i only heard a few and from one meeting) but in fact how they are taken and i would ask you read the comments below, which i sent the the local paper shortly after the meeting of the 16/2/10. "I am writing this comment today as I am struggling with what I witnessed at the Epsom and Ewell Council Meeting on the evening of the 16th February 2010, and I have to speak out. I would first like to point out that this was the first time I have attended such a meeting, and I have to say I was not only shocked but appalled by what I saw! Before I attended this meeting I knew that the Residents Association held the majority of seats on the Council, and by definition controls any vote in any meeting. But I didn’t think this would be a problem! However having watched and listened as the Council went through its agenda it became clear to me that the Residents Association individual councillors were not necessarily acting in the best interests of their individual wards residents. In fact it appeared to me that there was a lack of openness, a lack of transparency and a general myopia, and this was more apparent with certain members of the Residents Association as the meeting progressed. I got an overwhelming feeling that the borough is not being served as well as it could be! It also became apparent that the Residents Association had some sort of ‘Government whip’ structure, which or who prompted the individual councillors specifically on how to vote on particular issues ahead of the meeting. This particularly concerns me as I thought the individual councillors were free to ensure that individual wards or areas were best represented according to the needs of their constituents. This seems to be not the case! In contrast, I must however commend the non- ‘resident association’ councillors on their endeavours to try and achieve a more balanced approach to all services across the borough against what I can only interpret as being a very frustrating and difficult environment. I wish them much luck in the future. Clearly this is my own personal view but I would now urge residents of the borough to attend future meetings of the Council if only to witness the hypocrisy and intransigence. I hope you find this of interest as you open your council tax invoices in March and April."

    Comments: Thank you for supporting us, I am worried about collecting parking fines despite the promised 'extra hour' I was really disgusted by the way the Residents Association Group behaved at the Council Meeting on Feb 16th, when some of them were obviously not happy about it.

    Comments: I think it is disgusting. I will never vote Residents Association again. My husband is extremely disabled due to a severe stroke last year. He can no longer walk or talk and our lives have drastically changed forever. The free parking in the council car parks helped us. I am very upset. There must be other ways of raising money.

    Comments: I think what the Council are doing is disgusting and against the Disability Discrimination Law. I have two disabled sons, both from birth, and the blue badge is a lifeline to them. One is more disabled than the other. One is able to drive and works in the Town Hall as a volunteer two to three days a week. Does this mean he has to pay to go to work? My other son has to rely on myself to bring him to Epsom. They both have a great number of friends with whom they meet during the day and go to lunch with, so this is also penalising their leisure time. This is the first council car park where the disabled are penalised for wanting to shop in their home town, even some of the private car parks over various parts of the country do not charge the disabled. I think what Epsom & Ewell are doing is totally outrageous and should be reported to the DDA to get more clarification and, if needs be, to seek advice on their Human Rights.
