1. Petition to Ban

We, the undersigned, are members of the ICP community who are very concerned about the safety of all our community members including brothers, sisters, and minors. We are submitting this petition to ensure the safety and reputation of The Islamic Center of Pittsburgh.

In this petition, we demand the following:

A complete banning of the individual Maged Ibrahim Raya from ICP premises as well as all ICP related activities. This includes but not limited to, daily prayers at the ICP, virtual or in-person seminars or events that are sponsored or coordinated by the Islamic Center of Pittsburgh. The banning shall be effective immediately and last indefinitely.

The reasons for the ban are,

1. The unsettling behavior by the individual at the ICP including,

● Continuous harassment of community members at the ICP during hours of operation by using foul language, screaming, and yelling.

● Disregard for ICP policies and code of conduct while present at the ICP.

● Vandalism of ICP property that was meant for public display such as when he ripped policy posters from the prayer hall and the lobby.

● Impertinent disrespectful conduct toward the staff members of the ICP.

2. The criminal history of the individual as well as his altercations with local police:

● Maged Ibrahim Raya was found guilty by The Superior Court of Pennsylvania (Case no 948 WDA 2022) for terroristic threats by threatening to kill his girlfriend’s uncle (a Muslim individual), his girlfriend uncle’s wife, and threatening to rape the uncle’s 13 years old daughter until she dies. The Individual was sentenced by the court to 1-2 months imprisonment plus 4 years of probation. Summary judgment documents included within this petition.

● Maged Ibrahim Raya was cited by Castle Shannon Police Department for disorderly conduct on 03-19-2021.

The individual’s behavior goes contrary to Islamic values, and he represents a danger to the safety of our children who are regularly present at the ICP. Moreover, if this petition is not met by the ICP board, we, the undersigned, will report to the proper police and judicial authorities
