Captain Tom Kelley, a Vietnam recipient of the Medal of Honor and who served from 2003-2011 as the Secretary of the Massachusetts Department of Veterans' Services has endorsed the petition.
Captain Kelley received the Medal of Honor from President Nixon and retired from the Navy in 1990 after 30 years of service.
