We have an urgent request! The FCC is now making new laws for closed captions on TV and movie programming shown over the Internet, as required under the 21st Century Communications and Video Accessibility Act of 2010. We are asking the FCC to require Video Programming Providers (e.g., NetFlix, Hulu, ABC.com, NBC.com) to give open access to the closed captions data for third-party software and devices with the same closed captioning accuracy and timing that's available to the video programming providers.


Allowing open access to real-time closed captioning data allows the marketplace to produce innovations that benefit the public, such as foul language filtering technology that mutes offensive language and also removes the offensive words from the closed captions for the deaf and hard-of-hearing, and technology that translates closed captions into multiple languages for the deaf and hard-of-hearing whose primary language is not English.

Without allowing third-party access to real-time closed caption data, current marketplace innovations which use this data will not be available for Internet video and future closed caption marketplace innovations will not be possible.

We sign this petition asking the FCC to make rules requiring video programming providers to allow open access to accurate and timely closed captioning data for third-party marketplace innovations.
