    Comments: the reason for Tax was to pay for the Civil War in 1862. Because the war went so long, The goverment had to find a way to cover it. This was only suppose to be a temp tax and was suppose to be done away with after the war. Then in 1894 Congress then voted and pass that ANY income would be taxed.     Comments: Big fan of this idea; I read Professor Feige's paper a few years back and have been talking about the APT Tax since. Solyndra claims they can't compete with the Chinese, causing their bankruptcy. Implement the APT Tax and the Chinese wouldn't be able to complete with us. Imagine if American manufacturers could reduce their cost by 23%!
