| 221 | Don Esplana | I am petitioning the new 'directive from DOLE for direct hire of foreign companies outside of Pinas' as it seems to hinder growth of my fellow countrymen to aspire to work abroad and give a better living condition for his family and friends.
This directive does not help the People but will only provide more corruption oppurtinities for Immigration Officials, airport personnel, amongst other public agencies and burden the Public rather than Help the Public.
Legitimate OFWs like me have heavily helped Pinas and its just very unfortunately that 'would be OFW' will be subjected to such directives that will hinder or worst shatter their future ability to help our people and overall the Pinas economy.
I suggest that the directive be revised depending on the occupation that has been publicly recorded to have high incidence of abuse of employers amongst the OFW community.
Also, it would be best if monetary aspects be only raised once entities are legally found to have violated the law.
The government should push for better governance by implementing rules and regulations that help uplift the life of our impoverished countrymen and penalise superrich entities that does not pay their taxes.

The Memo is also not clear what will happen to those who are already working abroad and if their contract expires or they found a new employer, do they need to adhere to this policy as well?

| 241 | Joseph Garrido | Although in essence, this was made to protect unskilled and lower income workers, the administrative process as well as an undue preference for agencies (and its many drawbacks and red tape) outweighs the policy's benefits. I am petitioning against it because I am sure there is a better way to do this. The so called "Bond" will just be another milking cow. I think other avenues such as P.A. insurance etc.. This is sufficient to send the "Body" home in case of death... Performance bonds may also be taken from insurance corporations in the place of work. The performance bonds should also have an expiry of 1-2 years. By that time, the prospective worker has already taken in money and experience. BTW: the POEA already has a pricey P.A. insurance policy. Wait.. do you know that maids in Singapore only takes a monthly of 0-80 on their first 6 months of work to pay for agency fees (instead of 300)? Where is the justice there? Pinagkikitaan lang sila ng agency. |

work illegally outside the Philippines and/or opt to acquire citizenship/migrant status from
