The effect of plastic bags

I am doing a government project over plastic bags. You would help me out greatly if you signed my petition. Over 100,000 animals die annually from suffocation and entanglement, including millions of fish and birds. I would like to try and stop this by proposing a bill that states: The daily consumer of grocery bags would have to pay a 4 cent deposit per plastic bag. However, if you brought your plastic bags back to the store you could receive 2 cents back per bag. The other 2 cents would go towards research and development. This should help to decrease the amount of plastic bags in our environment, in our landfills, and the amount of animals that die each year. I would be highly interested to see your point of view on this! Thank You, Katie And remember: Do your part! Recycle, Reduce, and Reuse! Use reusable bags not plastic or paper and please don't litter!

I am doing this petition for a government project, however I am very concerned about this issue and something needs to be done about it. Other countries have acted on it, why not the United States!
