    Comments: The video/report was very troubling. I think the SPCA needs more power. Those animals should have NEVER been returned to a man who obviously is not right in his head to suffer like that. Even if he wasn't convicted of a crime there was blatant NEGLECT and why should the animals suffer for that not to mention the fact that he's collecting DONATIONS For who Not for the animals.

    Comments: Animal hoarding causes a great deal of suffering and the laws currently on the books in NY do not deal directly with this problem. This law would put in place oversight to prevent these problems from developing in the first instance and would allow proper remedies for the cases that slip in under the radar. We need to pass this bill and do it at once.

    Comments: Not only does this make me want to cry but it is SO cruel and callus that is literally makes me sick to my stomach! There are few things left in life that reflect undying love and devotion than that of an animal. It is up to us humans to care for them and provide them with the BASIC needs such as food, water, and shelter. This bill is so important to the animals and to us as kind, empathetic, and caring humans. Please stop this barbaric treatment and pass and enforce this bill. These people have a sickness but they also need to be criminally responsible for their acts.

    Comments: If you do not provide proper food, shelter, veterinary care and a clean environment for animals, you are neglecting them. Neglect is abuse and that is a crime. Anyone who neglects animals that are in their care should be prosecuted. No excuses. If you can't care for them properly, don't have animals.
