I think that we should have a law against animal abuse criminals so they can buy animals. There are too many animal abuse cases in the United States. One animal is abused every minute. Even though the animals might not be seriously abused or neglected, it still hurts them. There are about 3-4 major cases in the quad cities. There are many more that are smaller, but still matter. I think that criminals should not be allowed to buy an animal if they have abused one in the past.
