Instead of politicians making laws based on knee jerk reactions, and unproven polls, laws that make any changes to the constitution, need to be voted upon by the majority of the American citizens. This needs to be placed immediately effect for the purpose of immigration reform and gun control issues that are being looked at, at this time. The requirement for this to work is that the voting individual had to have had the right to vote in the pevious major national election. This will prevent any non citizen from illegally voting in any upcoming legislature that may affect the outcome.
