    Comment: I am happy with the proposed amendment but I do not support the views expressed in the Silver Bullet: that the state should have no right to tax capital and labour. I believe that capital is in effect appropriated surplus labour. I also believe that labour, in the form of economic rent, should be subject to taxation and that there is nothing wrong with requiring a contribution from labour which can fairly be hypothecated for the provision of universal pensions (forced saving).
